Converts the published oil mass of a rating into volume and checks it against two United States thresholds in 40 CFR 112: a container is counted only when it holds 55 US gallons or more, and a facility whose aggregate aboveground capacity stays at or below 1,320 US gallons can meet the exemption on that criterion. Federal definitions treat a transformer as oil-filled operational equipment rather than as a bulk storage container, so the provisions that apply to it differ from tank rules even though the volume still counts. This is a design-team screening aid, not a compliance determination.
